These sweats are cuffed. But they are purposed to be worn as if they are not cuffed. The purpose of this is to keep the air inside the sweats, to keep you cool and to keep the shape. In order to do this all you have to do is just roll in the cuffs into the sweats and pull the sweats over it and then you are set (like in the cover photo).
